Babies cry because it is a way to communicate. Sometimes they do it to communicate physical or emotional discomfort and sometimes they do it to relieve tension they may be experiencing at a particular time.
When a baby cries, first of all, you have to make sure that it is not a discomfort, i.e. find out if he is hungry, sleepy, tummy ache, etc. Once all these possible causes have been ruled out, if the baby's crying persists, you should be by his side so that he feels accompanied, protected and loved at that moment.
